Si ces droits étaient réglés par la loi nationale, les Chinois de (verraient) opposer ici la loi d'immigration et les (réglements) des divers états interdisant aux étrangers de posséder des offices ou de (crimin) et de (égard des asiatiques). La question en (apparence) assez simple de la renomination américaine aux privilèges d'exterminabilité, risque de poser devant le (Sénat) des problèmes beaucoup plus (difficiles) tels qu'une modification de la loi d'immigration et d'attirer à nouveau l'attention sur les dis(orminations (3048) contre les asiatiques prévues dans les lois de certains états.
Sans doute cherchera-t-on à tourner la difficulté en renvoyant à plus tard la conclusion d'un traité général réglant les questions de déception que ne l'a fait le maintien du statu quo et fournirait un aliment à la propagande japonaise.
Ce sont, semble-t-il, ces difficultés qui ont incité jusqu'ici l'ambassade des S.O. en Chine et les services techniques du Département d'État à la prudence, mais des interventions d'ordre politique ont décidé les services techniques seraient bien (3050) coligé ensuite, coûte que cette, de trouver le moyen (de) le tenir. Le Gouvernement fédéral a probablement voulu se justifier aux yeux des populations de l'Orient, sa politique en Chine, (sle) de l'association portée contre lui de (sympathiser) avec les Anglais dans leur politique ...

SURMER WELLS, fait allusion aux rumeurs qui ont circulé avec insistance récemment, attributant aux (autorités) américaines l'intention de s'emparer de Dakar et d'attaquer à l'Afrique du Nord française. N. SURMER WELLS s'est limité à me répondre que de tels bruits circulaient depuis fort longtemps et qu'il n'y a pas de raison sérieuse de leur accorder plus de crédit aujourd'hui (qu'ils n'en avaient mérité dans le passé.
