Inclined to avail themselves of the services of the legation as requested by $\qquad$ up to the beginning of hostilities ${ }^{\text {xxx }}$ to arrange for the coming of M. Renault, they now tell me that "the situation has changed considerably since August". It seems to me that their difficulties in arranging for him to join the staff of the University of Quebec have led to a change of plan.
