Referring to your telegram No. 303. The State Department gave authority on September 26th to the Ambassador in Vichy to authorize the issue of a transit-visa on the diplomatic passport of Mme. COPIN. At my request, the State Department has sent confirmation of this fact today to the legation in Lisbon.
