I would request you to intervene with the Portuguese authorities on behalf of Mr. VERNISSM and BOURIER, who are now held up in Bermuda, so that they may obtain Portuguese transit-visas enabling them to return to France.
The department also requests you to intervene on behalf of the two engineers, whose presence in Indo-China is essential, so that they may be allowed to continue their trip to the United States. I would be grateful if you would let me know whether you have had a similar request from the Indo-China Government whose intervention is essential.
