Marshal PETAIN has named me as head of the government. Since I arrived in Vichy on December 14, filled with love for my country, I have been sick in bed and only today when I become your leader, am I carrying out the request of the department and my own duty in informing you of the fact of my appointment, and that the State demands from everyone, with no thought of the past, their best service to the President. In return the President will give his total loyalty to Parliament. He asks for a full patriotism and sense of duty from all agents of the department; especially from those in foreign countries, who are more important than ever and have particular responsibility in the carrying out of their duties.
