Referring to my telegram No. 2,931 concerning the communique issued to-night by .........

Tell the State Department that the French Government greatly appreciates the position taken by the American Government when confronted with the aggressive acts by the rebels against our control of St. Pierre and Miquelon. Any other attitude would be contrary to the GREENSLADE - ROBERT treaty, which was confirmed only a few days ago by ROOSEVELT; it would also be contrary to the spirit of friendly understanding which should animate the relations of our two countries, as the President indicated in his telegram of December 14 to Marshal PETAIN.
