Refer to my telegramme No. 547. During a conversation which took place on February 26 on the presentation of a note concerning the Dunquerque the opinion was voiced in the name of the American Government that the recent moving of this battleship seemed to be contrary to the promise made by the French Government in its note of April 9, 1941.

I immediately made clear the point of view of the French Government concerning the nature of this undertaking pointing out to Admiral LNAHY the circumstances which forced the admiralty to move the Dunquerque to the only harbour where it could undergo the repairs which had become absolutely necessary.

In a note delivered yesterday to the ambassador replying to that presented on February 26, I reviewed the arguments which had already been given by you (my telegramme aforementioned).
