HOPFENOT reports that shipments of cotton from the United States to North Africa will be considerably curtailed and retarded by the filling of WPS and UHRRA orders. He suggests, therefore, that M. BELLEST make inquiries in Brazil and M. ALKKANEER in Mexico on the subject of purchases in these countries.
