Messages Nos. 171 to 178 (inclusive).
The recent agreements signed by the Japanese Minister KATO concerning Indo-China have evoked considerable international comment. These explanations will enable you to appreciate the value of the accord. They have been delayed owing to the uncertainties of the internal situation in France.
France has (endeavoured ?) to protect Indo-China against the dangers to which the country has been exposed since June 1940. (We thought ?) that the control of our possessions would be of interest to the United States, but they seemed preoccupied and did nothing at all. On August 21, 1940, I took the opportunity of arranging an interview with Mr. SUMNER WELLES in Washington. He evaded the issue but recognized, none the less, that your country is not in a position to resist alone the pressure put upon her. This reception was discouraging. Such are the reasons for our being unable to retain our rights in Indo-China, to resist the landing of soldiers on our (air fields ?), and the docking of ships in several of our ports.
