Referring to your telegram No. 80* of December 9. I sent you a telegram on December 8 in English—the company refused the cipher text—to let you know that C...eas, Chaulet***, de la Grandville**, and Landy cannot continue their trip. As for Madame Coppin who had already left, she has been grounded.
I suggest that Landy be given the responsibility for employing the personnel of our consulates, a position which has been occupied up till now by one of our men who has just left....
