Description
From: Ottawa
To: Vichy
Dated: January 2, 1942
Rec'd: January 21, 1942.
Message Nos. 3, 4, 5.

I remarked that an article had appeared in 'Le JOUR' this morning stating that "the plans for the expedition ......... in our office" ...... The Under-Secretary repeated "the affair was carried through without our knowledge and contrary to our advice". I was all the more determined to insist (continued)
